Forzando Leaker in Welte Mignon Licensee Action

Robbie was wondering if the leaker in the Welte Mignon should be
replaced.  That's up to the rebuilder and owner, but if I owned one,
I'd take liberties with it.  It's designed wrong.

The main problem is the way in which the vent opening was done.  It's
just a small drilled hole, maybe 3/16" or so, that's then stuffed with
packing.  In my view that's too small a hole.  The way they should have
done it is to have simply spot-faced a recess about 1/2" diameter and
laid a felt disk in there.

Any kind of filter that large can get completely covered with dust and
not change the effective size of the adjustable bleed behind it.
