There is an operating steam carousel here in St. Louis, Missouri, USA.
It only runs during the Summer months but it's steam. I've also seen a
steam carousel in "our nation's capital" "on the mall" adjacent to the
Smithsonian "Century Building." (whew! lots of quotes) -- I'm sure they
didn't have any trouble getting a permit.
