Windway Sealant in Aeolian Orchestrelle

Hi.  I am currently involved is the restoration of an Aeolian
Orchestrelle player reed organ and am wondering if anyone can tell
me what the white paper-like material is inside the air channels.
I have been told it is white glue.

I know Wurlitzer used shellac to seal their wooden wind channels.
Also, any ideas on how to remove this material?  Is it necessary to
reseal the channels?  Some of the airways from the player to the
pouches are completely blocked.  Thanks.
