Seek Dry Fuel Pellets for Miniature Steam Engine

Hi Folks,  I have a small collection of miniature steam engines.
I only recently tried to buy dry fuel pellets used to heat the boilers
and operate.  I have tried every hobby shop within 100 miles.  They
have not carried these "pellets" for years, due to the liability
involved.  Indeed, one box of these pellets came from West Germany
and the other came from the UK.

Does anyone know of a legal source for these pellets in the United
States?  Any help would be appreciated.  Thanks.
