Creating and Publishing a PDF Document

Creating the work would, indeed, cost the same.  Once done, any of the
editing programs (Microsoft Word, Adobe PageMaker or InDesign, Quark
Express, etc) can create a PDF file for you that can be distributed on
a CD.  Small quantities of the book can be printed "on demand" (Kinko's
offers this service) if you need/want hard copy, or you can just make
CDs for a couple of bucks each.

The historic problem of having to print 100 copies on paper, and store
them, no longer exists.
